Agenda

1. S.B. 1338 – Langerholc Establishes an interstate compact for UAS/drone research and deployment.

2. S.B. 1113 – Stefano Authorizes vendor-designed license plates.

     Amendment No. 5851 – Langerholc Creates an auction for vendor-designed plates and provides technical edits.

3. H.B. 1283 – Daley Permits the construction of protected bike lanes.

4. H.B. 1833 – Neilson and Struzzi Allows PennDOT and the Turnpike Commission to use Design Build Best Value
   (DBBV) as an alternative procurement method.

     Amendment No. 5939 Langerholc – Includes the following: 1) Requires the Secretary of Transportation or a majority
     of Turnpike Commissioners to determine DBBV projects, 2) Limits one-step
     DBBV to the Turnpike Commission only, unless PennDOT needs DBBV for an
     emergency procurement, 3) Clarifies provisions for the Alternative Technical
     Concept, 4) Asserts an unsuccessful responsible offeror is only eligible once for
     a stipend, and 5) Defers to the Procurement Code (62 Pa.C.S.) to govern
     procurement policies, unless superseded by DBBV.

5. H.B. 2177 – Mullins Revises the motorcycle safety inspection schedule.
